How does one successfully get rid of the Adware "by Outerinfo" spyware? Many have trouble getting rid of it.

This appeared on my PC from scratch. A blank pop-ups with the title "The adware by Outerinfo". It brings up my internet and any random sample type of site, usually referred to blank first, then go somewhere else after that, it is usually in Russia. Sometimes it seems that the manufacturer a game of "site" porn site, chat site, shopping site or some other random site, but generally is in Russian. I do not speak this language and want remove this spyware "from my PC completely. It becomes very annoying when you're trying to do the job and keep Internet Explorer interrupt what you're making and opens up to show one of seemingly random web sites.
